A resolution by the 1780 Continental Congress authorized the states to redeem the Continental Currency, and create notes that would be backed by the Federal government. Eight of the states issued these notes, the backs of which strongly resembled the designs of the recently discontinued Continental Currency. Printed by Hall and Sellers, they employed an emblem taken from the last Continental issue of 1779, including the use of a red shape over the emblem image and a red strip at the right border.
