It is almost unanimously agreed that these were not regularly authorized Treasury Note issues. Some believe the notes were essays or patterns proposed for future issuing. Others theorize that they are some sort of non-governmental issue. In any case these notes have long been sought by collectors as part of a traditional 72 note type set. This example displays boldly printed inks and full frame lines. The restoration mentioned by the grading service appears to be primarily in the margins.
