On April 5, 1933, Franklin Delano Roosevelt issued Presidential Executive Order 6102 which required all citizens to deliver all gold coins, gold bullion & gold certificates to a Federal Reserve Bank or member bank of the Federal Reserve System by May 1, 1933 or face a fine &/or imprisonment.
The new series of small size gold certs in $10, $20, $50, $100, $500, & $1000 denominations issued in 1928 had only just made their debut & were still mostly in the possession of the Federal Reserve & its member banks, so when FDRs Order 6102 was issued, the vast majority of 1928 gold certificates were withdrawn & destroyed. Today, all Gem small size 1928 gold certs are rare, but Gem $1000s are virtually unknown. PMG & PCGS have graded about 100 1928 $1000 Gold Certificates in all grades to-date. About half of these are graded 35 or less, & of the remaining notes, less than 15% have received the EPQ/PPQ designation. As far as gems go, PMG has not graded any 1928 $1000 gold certificates higher than a 64, while PCGS has graded just three: a 66PPQ & two 65PPQs. All three of the PCGS Gem specimens were acquired by private treaty, have been in the census for a decade or more & have never been sold at public auction.
