This change note was issued to combat higher denominations of paper money being redeemed in exchange for gold coins: instead of receiving coins, holders of currency would now receive fractional denomination notes. After the fall of the First Republic in July of 1812, the money was supposed to have been turned in (not redeemed) and destroyed, leaving collectors with few surviving examples today.
