Without a first name or initial, it is rather hard to say for sure who the issuer is, but this stamp may be related to James Sidney Miller from Nashua, NH. Miller was a photographer (artist) working from 1853 to 1856. His stamps also have "Artist" listed, although none are known on early Bust half dollars.
