A glance at the PMG population report indicates that this is the finest of just a scant three pieces graded during the services lengthy history, with the neither of the other two pieces eclipsing the VF level. This large format Provisional Siberian Administration piece shows with fully original paper and bright orange color worthy of the EPQ designation received.
