The Union Civil War draft was controversial and rich people could buy their way out for a $300 bounty. State and local bounty bonds funded enlistments to meet quotas for the draft for each state and the bonds paid interest. Most of these types of items come from New York, but they are seen from other states also. The funding for these bounties continued after the Civil War as seen on the vignetted types. The typeset forms are for substitutes for enlistments (another interesting practice then). The draft riot check is issued by New York County with designation at left on the Broadway Bank.
