Chase at center flanked by two large green denomination counters. Additional 1000 die counters are seen at top left and right. Five coupons are attached at the right edge.<p><p>These Interest Bearing Notes were issued in accordance to an Act of Congress dated July 17, 1861. An engraved issue date of August 19, 1861, is found at lower right. Issued notes bore interest at a rate of 7.3% per annum for three years and were convertible into 20 year 6% U.S. bonds. The offered proof displays a sharply printed plate impression with brilliant green overprints. Four punch cancellations are observed in the signature panels.
