Edge with an enigmatic inscription, apparently J. FONSON, but this may be open to interpretation. Issued by the Belgian government to honor Whitlock, American minister to Belgium during World War One who refused to leave during the German occupation and was awarded this medal in recognition of his dedication. Whitlock, a four-term mayor of Toledo, Ohio (1904-1911), was appointed by President Wilson to the position of minister to Belgium during the War.<p><p>,,
