This piece is an enigmatic one, with no examples found on the search engines, and nothing in a general internet search. It seems to be a private pattern issue, perhaps by the Letcher Mint and similar to their Minerva and Solomon Islands issues of the mid-1970s. This is also the only example listed on the PCGS Population Report.
